ABOUT > HISTORY The County of San Diego, under the visionary leadership of the Board of Supervisors, outsourced all their IT and telecommunications services in late 1999. At the time, this was believed to be the biggest state or local government technology privatization ever. The County realized that as it began transforming itself by providing services online instead of “in line,” it was critical that the citizens of San Diego County, particularly the underserved populations, have access to the new “e-government” services and requisite training necessary to participate in today’s increasingly technological world. The Pennant Alliance, a consortium of high
technology companies representing Computer Science Corporation
(CSC), Science Applications International Corporation (SAIC),
AT&T, and Avaya, Inc. was selected to provide information
technology and telecommunications services to the County of San
Diego. Founded in 1999 by the Pennant Alliance, San Diego
Futures Foundation was a way to “give back” to the community. Today, SDFF is supported, in large part, by the Northrop Grumman Corporation, the company holding the current County of San Diego information technology contract.
